Tim is a Partner at Holland Beckett, specialising in public law, local government, and regulatory litigation.

He is an experienced trial and appellate lawyer, having appeared as lead counsel in Court of Appeal, High Court, District Court, Environment Court, Māori Land Court, and Māori Appellate Court

Tim’s practice spans both civil and criminal litigation. He acts for private clients as well as in prosecutorial and defence roles in regulatory and criminal matters. He is frequently instructed by insurers and local authorities, has conducted a number of jury trials, and has been appointed amicus curiae by the court—reflecting his wide-ranging litigation experience and trusted judgment.

Tim’s practice focuses on regulatory and public law matters, including advising councils and insurers on compliance, leading regulatory prosecutions, and handling disputes involving property and construction. He is based in the firm’s Tauranga office and regularly works from Whakatāne, serving clients throughout the Bay of Plenty.

In addition to his legal practice, Tim lectures in Public Law at the University of Waikato. He has a Master of Laws (First Class Honours) and his academic articles have been published in national legal journals including the New Zealand Law Review and Te Wharenga – the New Zealand Criminal Law Review, and have been cited by both the Court of Appeal and the Supreme Court.
