Jemma is a resource management specialist with experience in all areas of resource management law.
Between 2021 and 2024 Jemma worked at a medium sized law firm in Tauranga, focussing on resource management, local government, and Marine and Coastal Area (Takutai Moana) application matters.
She has provided advice, representation at mediations and hearings, and drafted and presented legal submissions, on a wide range of issues, including:
- Resource management matters, including under the Resource Management Act 1991, Heritage New Zealand Pouhere Taonga Act 2014, and Reserves Act 1977, including notified applications and appeals, judicial review of decision making, regional and city / district planning issues (consents and plan development), authorities under HPTNZA, covenants including QEII conservation areas, and objections to conditions and costs;
- Public Works Act 1981 acquisition processes;
- Local government issues, including electoral and local government representation review processes, and delegations; and
- New legislation and reform.
Jemma has appeared as junior counsel in the Environment Court, the High Court, and the Supreme Court of New Zealand.
Prior to her career in law, Jemma spent ten years working in various resource management and local government planning and policy roles for local and regional authorities in Tauranga and Auckland. During this time, Jemma specialised in notified application processes and appeals, including providing expert planning evidence at council level hearings and to the Environment Court.
